This file keeps track of when and for how long the Vendor interface is unavailable. A background process monitors the status of the interface and records in this file when the interface is down,when it becomes available again and the total time it was unavailable.

1	date/time vendor available	0;2	DATE-TIME			This field holds the date and time when the Vendor interface was discovered by monitoring background process to be available again after being unavailable.
2	total time not available	0;3	NUMERIC			This field holds the total time in minutes that the Vendor interface was unavailable as determined by the monitoring background process.
3	message sent	0;4	SET OF CODES	1:MESSAGE SENT		This flag is set when a Mailman bulletin is transmitted to the appropriate mail group informing the users that the Vendor interface is unavailable.
